Seminar Salon on the Revised Draft of the “Charity Law” (Session 12) to Be Held on November 8th!

In October 2020, the Standing Committee of the National People’s Congress passed a report on the implementation inspection of the Charity Law, proposing to “amend the Charity Law in due course.” Following the conclusion of the 2021 “Two Sessions,” the Standing Committee of the National People’s Congress officially decided to initiate the revision of the Charity Law. On December 27, 2022, the 38th Session of the Standing Committee of the National People’s Congress deliberated on the Charity Law of the People’s Republic of China (Revised Draft).

In 2021, to support the NPC in its Charity Law revision work, three experts from Beijing and Shanghai — Xu Jialiang, Wang Ming, and Lu Xuan — along with their respective institutions, the China Institute for Philanthropy Development at Shanghai Jiao Tong University, the Institute for Philanthropy at Tsinghua University, and the Shanghai ForNGO Social Organization Legal Research and Service Center, jointly organized ten sessions of the Charity Law Revision Seminar Salon in Beijing and Shanghai. These sessions focused on several key themes for in-depth discussion. Based on these efforts, an expert recommendation draft for the revision of the Charity Law was formulated, providing robust academic support for further advancing the legalization of philanthropy.

In January 2023, responding to the first-review draft of the Charity Law revision, the three institutions held the eleventh session of the seminar salon in Shanghai. Following the initial deliberation of the revised draft, the Standing Committee of the National People’s Congress conducted a second review in October 2023.

Against this backdrop, the three institutions will continue to host the twelfth session of the Charity Law Revision Draft Seminar Salon. We will focus on the newly added and revised content of the Charity Law, engaging scholars, experts, government officials, and practitioners from charitable organizations in discussions on the key changes and impacts of the revised draft.
